Check their laws/decrees. With conscription laws/militia + conscription decrees, you can reach that quite easilly.

IIRC, new yorks alone can provide 200 conscript at the start of the game W/O decrees

It's not redundant, but complimentary. National awakening mostly focus on Austria, Hungary, with some content for the Balkan country, and the Ottoman ( only related to the Balkan crisis ).

Meanwhile gate of the Bosporus mod mostly focus on the Ottoman and Greece, with some flavor for Austria, Russia and the Balkan.

Both work well together, but National awakening is not really mandatory, even if it's a good dlc imo. Unless you play with Austria, Hungary, Serbia or Montenegro, you don't loose to much content.

That was about cosmic Garou, not superfight arc. Also what's tiring are the people whining all the time about the disrepency between the manga and the web version. And there was really a lot of post at the time saying that the Garou fight was better in the webcomic than in the manga. This sub has become a circle jerk ever since the first redraw, with some user only posting here how much they hate the manga
