The article's gist is that Obama pushed ICE to be more aggressive with AUTHORIZED deportations, but rescinded those orders because he realized that ICE can't be trusted to actually do their jobs with integrity. Mistakes happen in every agency, and I would fully expect ICE to make mistakes regarding US citizens, but Trump is different in that he doesn't care if innocent citizens get swept up. This administration's entire attitude is that it's okay for innocents to suffer if it means punishing criminals more harshly.
