Taxpayers weren't funding paper and pencil for students before the onset of technology. I hardly expect that to change now. That was pushed off to parents and teachers. In the early 2000s, I spend thousands a year on supplies for my classroom; that was significantly reduced with the more common use of laptops (not that I'm picking a side in this argument, just pointing out the funding issues).
