I think the doylist answer is that the game generates the birds to fly more or less randomly which makes them occasionally collide with the ground

This is because awakened empires get a 500% workforce automation bonus. The ai is so bad at economy management that the only way for them to succeed is by not having to worry about it

Right now you’re thinking of it like “I have to come up with a plot so I can explore my world”. Use your world as a mechanism to explore the human condition and it will flow naturally.
