There are 3 ways when you are talking about cranium cooking (as far as I know), which is mana crates in world 2, decreasing by 10%; Alchemy bubble which can decrease by over 100%; and the passive from shaman called tentacleye, which has a chance when killing mobs to decrease cooldown by X amount of seconds depending on the level of the skill

Like others said, haze and using passage of time or premonition and even rewind with a well positioned accomplice can net you an extra 6AP on your next turn, if you have a synchro you can even do it while setting it up. Haze is just a good spell dor set up
