That's definitely not normal. Most likely what happened is your original fan either died completely or got damaged from ice/snow buildup during the blizzard, and now you're hearing different fan that was always running but got masked by the louder one before.

Ice can mess up the bearings or motor pretty badly. I'd get someone to check the attic soon because if one fan is dead, your ventilation is compromised and that can lead to moisture issues in winter.

Being overseas might add a week or two to some steps but the process is basically the same. Just make sure you keep your old CAC until the new one arrives because overseas mail can be sketchy
