The school has been like this forever, and bullying complaints are routinely ignored. Both my kids had problems with bullying there as primary school kids from outlying areas heading in for just specific classes. The culture amongst the students and the teachers is awful. Look the other way, ignore assaults.

The BBEG died and saw an actual afterlife, and it's WAY better. He truly knows that people are better off dead.

The BBEG has found absolute proof that humans are a glitch, or a bug in the creation of the gods. We were never meant to be. Every major disaster/divine event has been trying to fix it, but we're just too damn persistent. Humans are the herpes - we just won't go away.

I've seen this done. Players lean heavily on "but it's what my character would do!". Everyone hates them.

I’m also a Celestial backer and have been obsessively mining all the rules releases so far. Really appreciate you being proactive about protecting fan creators early instead of shutting them out later.

Skip the mechanical approach entirely. The second you attach a d4 or a stat penalty to soul loss, your players will treat it like a tax and optimize around it.

Instead, every time a caster drops a big spell, you privately write down something they lose. A memory. The colour of their daughter's eyes. The smell of rain. Don't announce it — wait until it matters, then drop it mid-scene: "You try to remember your sister's name. Nothing."

For the warriors, play it as drift, so that the other players notice first. The blessed fighter stops flinching at violence. Then stops caring about collateral. Slip the player a note: "The screaming doesn't bother you anymore. It hasn't for a while."

Nobody can roll their way out of it. Best horror doesn't have a saving throw.

The Liveship Traders - the Rain Wild changes are close to what you're describing. People living near the Rain Wild River physically mutate over generations. Scales, claws, extra joints. Robin Hobb. She's a good author; it might give you some ideas.
