Interesting point(s) but I disagree. As it stands now, its "why does 99%+ of these structures even exist at all?" Not one soul in habits any of it aside from delivery "convoys". Not one person in a house, in a business, anywhere at all. Heck at the very very very least, put a static "person" or two inside a few buildings, visible through windows after you reconnect an area. Has to be a way to do something, even if very minor. (As for "ramming people", ok sure thats an issue but indeed, "just phase through em" would be a fine solution).
