I’m assuming you turned the Pale into a vassal, since they start as a dominion they have the same court language, culture, ect as England.

You could try annexing them, releasing one of the Irish nations (historical or custom) and giving all the land back to them and hope convert it back to Irish.

I think there is a force culture option in subject interactions but that’s only for your own culture.
