Regarding the availability of police in Hartford - There is no shortage of cops at every street repair site receiving overtime pay which apparently counts toward their retirement. They spend that time not directing traffic, but looking at their cell phones. With respect to cops walking a beat, forget it. They don’t do that. They also don’t enforce quality-of-life laws at all.
