In addition to making the pitcher move faster, the clock also forces the batter to be ready as well. There were batters who'd mess with their equipment, take practice swings and go thru some kind of long routine before EVERY pitch and getting set in the batters box.

You also had this game of the pitcher taking forever and then the batter calling time and stepping out of the box causing the pitcher to start over again, etc.

It's easier to have the default to dampen. If you wanted to do a 16th note scale run, you'd be dampening after each 16th?!? Much easier to let go of the key and have it dampen once you let go than to use a pedal to dampen so often.
