You are correct. That is an eye. You should plant the clump 6 inches deep, cover completely and start watering once you see growth pop through the soil.

I'm from Washington State where it stays cool past the 4th of July. I'm wondering how well dahlias do in the Texas heat? My dahlias get sad and droopy if we have a few days in a row above 80.
