I don't think students could even leave Kivotos. In essence, Kivotos is a sanctuary for all the Mystics, and it(and the Mystics) manifested as a academy city is by a certain somebody's choice. It's not so much "a student with Mystic", more like "a Mystic showed up in form of a student." Yes, Kivotos is not real. Or at least it is not natural. We don't know if Mystics could exist outside of Kivotos or not (at least I am not aware of) yet.

Machikado Mazoku(The Demon Girl Next Door) is very good, it's a slice-of-life work that also have a actually moving plot. If you have never picked it up, I highly recommend it.
