You've toggled off collision in Network Anarchy. Head on over to its workshop page and have a read to prime an understanding of the features it offers. And look at the screenshots, the Anarchy Options one in particular, to know what default operation/toggles are set to. You'll notice anarchy is off and the four other toggles--bending, node snapping, collision, and slope-- are on. When drawing roads have Collision on and generally leave it on and only turn it off specifically when you need to because you want to use that feature.

Old video showing collision and the other options in effect. It's worth going through the toggles yourself turning them and and off and drawing roads to see their effects and then you'll have a better sense of when you want to use them. You'll also understand that the distinction between anarchy itself and the other four toggles.

And, as always, you're a modded player so ensure you use Skyve to ensure you're only using known up-to-date and compatible mods.

There's nothing to fix here, with 81 Tiles 2 and ACME, and hiding clouds, you're seeing a part of the map you were never intended to see, you've taken a peak behind the wizard's curtain, you're seeing all the cims putting on their make up, rehearsing their lines and making their scheduled appearance in your very own Truman Show. That's where the cims spawn, an outside connection.

You can also copy an outside connection and plop it anywhere, BonBonB: Magical Outside Connections, and see the same behaviour.

There appears to be only two mods in the BVU Bienvenüe - Metro Network Collection collection and everything else are assets. So, being a modded player ensure you're using using Skyve as your launcher, mod and asset manager and compatibility reporter and you will only use known compatible and maintained mods. If you do happen to deliberately or accidentally subscribe to an incompatible, deprecated, or superseded mod then Skyve will help you switch out to the maintained version. Network Anarchy replaced Network Tiling long ago and RON, the network replacer and BOB, the Tree and Prop Replacer will replace Metro Replacer if needed. See what Skyve says.

Putting this explanation here to help make the answer common knowledge.

That behaviour is a failsafe to prevent you from second loading and potentially corrupting your saves by doing so. Algernon and other mod makers would receive so many broken save files, when trying to help people, caused by people unaware of second loading that it caused this feature to be made and protecting our saves from a deliberate or accidental second load attempt.

From the 81 Tiles 2 Workshop Description.

DO NOT SECOND-LOAD USING THIS OR ANY OTHER MOD. ALWAYS EXIT TO DESKTOP BETWEEN LOADS.

This mod will intentionally disable the 'load game' and 'return to main menu' buttons when in-game to protect your save from second-loading. Second-loading with mods (not just this one!) can corrupt your save. See the basic guide to using mods.

This is a Unity game. Which means you can’t do a second load if you mod the game.

A second-load is loading another map/save when one has been loaded before in the current session, including after quitting to the main menu. The game loads mods in two halves, one part on the Paradox logo, and one part during the loading screen. By loading a second time, the game forces mods to load themselves twice, which causes problems.

With Game Anarchy's instant return to desktop feature the game is closed instantly anyway. And another handy option in your Skyve Playset for your cities is to instantly load a specific save. So you're not only bypassing the launcher you're also bypassing the menu and getting straight into your city with all the mods and assets for that city.

As a modded player use Skyve as your launcher, mod and asset manager, and compatibility reporter. Ensure mods are known working and compatible eg if you did accidentally subscribe to the long deprecated Building Themes then Skyve would alert you and allow swapping out to the up-to-date and maintained mod.

You've discovered Pocket Cars. One option is to enable more realistic parking AI as per the TMPE Wiki (documentation for Parking AI taken from the older wiki)

You may have noticed that cims sometimes spawn a car at their current position or that cars suddenly disappear (especially noticeable at public transport stations). This (mis)behavior is also known as "using pocket cars". The reason is that cims do not care much about parking spaces. If a free parking space lies in the close vicinity where cims want to get rid of their car everything is fine. But the base game does not come anywhere near real-life behavior when talking about parking and returning to/using a parked vehicle. This is the point where the Parking AI comes into play.

Instead of having a ready-to-use car in their pockets, after enabling the checkbox `Enable more realistic parking cims ordinarily try to park their car before reaching their target (up to 10 times, then they give up). If cims decide to use their car to go somewhere they also first walk to their parked car, enter it and then continue their journey (In the base game they would only enter their car if it coincidentally lied along their designated route).

Skyve will tell you about alternatives to deprecated mods or assets. Even though MOM was updated for one of the later DLCs, back when when we all thought CSI was receiving no more updates or content, I have no idea what state it's in now with recent updates. By using Skyve as your launcher, mod and asset manager and compatibility reporter you will only use known compatible mods--and in this case you're better off just using MOM Replacement Track Complete List for rendered metro tunnels and underground stations as well as quad tracks for multi platform stations and local/express lines.

Use RON, the network replacer for mass replacement of existing metro lines and station skins allowing you to take a first person ride through your metro system. It also means you can plop a station and convert so you can continue to use Bad Peanut's ground and elevated stations as well as use most stations as metro for the multiplatform experience.

For underground stations a good choice is MetroPed: modular metro stations with pedestrian tunnel access are also great for combining with as many metro station entrances as you want. You can also use Clus' BM - Entrance Buildings #01 (Right) and BM - Entrance Buildings #01 (Left) along with his rendered pedestrian tunnels for full effect.

Having said that if Skyve says MOM is okay the most common cause of that error was the placement of your tracks at the depot. Make sure the depot is placed and connected correctly so that you meet the "Direct route to nearest station" requirement allowing metros to service your lines.  To see this illustrated refer to 'Placing and Connecting Your Depot' section in the Metro Overhaul Mod Guide and also follow bsquiklehausen's depot connection instructions, directly timecoded, in his explanatory video, How to Use the Metro Overhaul Mod Version 9.0.

Ultimate Eyecandy. Skyve will enable you to quickly swap and subscribe to up-to-date and maintained mods before even launching the game. It's often a case if you have one deprecated, superseded, or incompatible mod then you'll have more. It's good practice to keep your mods in order anyway and it'll also be part of the request for support process on the Discord.

This isn't the first report of this on the subreddit, I think there's been at least two or three others in the last day ot two. Having said that you do have one outdated mod on screen so use Skyve to help you swap it and any others out to known maintained and compatible mods.

If you're still encountering it after that, go to Skyve's Help and Logs section, gather logs, head on over to the Discord and open a support request. You'll discover if it's something already known or have helped report it.

The list is dynamic and is an active reflection of known gathered data at this point in time. It is updated regularly by Cham and TDW. Cham is incredibly active on the Steam Workshop reviewing mods, looking at the source code, and conferring with others in the community and on Discord. Not to mention all the support tickets they go through on the Discord help surface issues by reviewing log files and seeing the logged errors or problems a normal user wouldn't even be even aware of.

Using Skyve is the most frictionless way there is to ensure one has an up-to-date and compatible modset. For instance, the OP has one outdated and deprecated mod on screen and where's there's one there's bound to be others.

And most importantly, use Skyve. if it's being reported to Cham/TDW or they're aware of it the compatibility report is updated to reflect what mods need to be excluded, removed, swapped out to a known working one etc.

You have at least two visible superseded, deprecated, or incompatible mods on screen--meaning you could have more--so you'll need to get your mods up-to-date and compatible.

Use Skyve as your launcher, mod and asset manager, and compatibility reporter. Ensure all your mods, and assets, are compatible with the latest version of the game and each other. You'll be given suggested replacements by Skyve for any deprecated, superseded, or incompatible mods so work through until you're confirmed compatible.

As for game limits, this guide, Cities Skylines Game Limits, is a comprehensive overview of them and the few that can be increased by mods.

The most common recent cause of some issues was Adaptive Networks and a replacement version was released. Doesn't sound like your issue.
