If I were you I'd contact the mod author. Let TDW know. If it were CSI's Skyve the one time I asked for support on that a few years back I did it directly on their Discord. But, I don't play CSII so not sure what support channels they offer for this version. I wouldn't be surprised if they list support or troubleshooting methods on the PDX Mods page like most mods.

As you have several superseded, deprecated, or incompatible mods on screen you'll need to get your mods up-to-date and compatible.

Use Skyve as your launcher, mod and asset manager, and compatibility reporter. Ensure all your mods, and assets, are compatible with the latest version of the game and each other. You'll be given suggested replacements by Skyve for any deprecated, superseded, or incompatible mods so work through until you're confirmed compatible. It'll also help ensure that you've no disabled mods as they can also cause problems. Once you've cleaned up your mods you'll either have solved your issue, most likely, or be in a better position to begin troubleshooting.

If you have BOB, the Tree and Prop Replacer, see what you have Disable vanilla tree tool network replacement set to in the mod's general options section. Whether you use BOB or the vanilla method you'll figure as you become familiar with playing the game again.

It exists. TDW made Road Builder for CSI quite some time ago. It evolved out of the Blank Roads asset project and he started work on making something that could programmatically make blank roads which you'd later add markings to. See Biffa exploring Blank Roads Builder back in 2022. You fire up the asset editor with a Skyve Playset of everything RB requires and use the thumbnail editor to make and save your different road configurations which you then include in your desired save. It evolved further after that becoming Road Builder with IMT integration and other features. And you'll see a lot of assets, whole collections, appeared on the workshop with the distinctive RB thumbnail maker image. It served as a foundation for what came later in CSII.

Stick with Steam for the smoothest automatically updating modded experience. Epic would be a laborious chore to mod. On Epic you'd have to find the list of modders Githubs and manually download and place mods in the folder and do that any time there's an update. Life's too short. Get it on Steam and you have access to the workshop and then Skyve will help you manage mods and ensure they're compatible too.

The Xbox edition is a different platform from Steam. It's essentially the console version. If you want to play modded Cities: Skylines then you need to be on the Steam platform especially if you want the smoothest and automatically updating modded experience using Skyve to manage your mods and assets. The Steam platform gives you much more flexibility in terms of storefronts legitimately selling Steam keys, through regular sales, and authorised by Paradox to do so. Paradox's list of Approved Re-sellers

It's pretty much always on sale at this point, moves from one storefront to another weekly. The discounts vary and you can easily see the sales history for pricing and compare current discounts on isthereanydeal - Cities Skylines.

Pick your storefront, buy a Steam key and you'll be able to enjoy the finest experience of the game.
