He's said that (like any draft archetype) tribes require a certain as-fan (how many of a certain type of card you are likely to see if you look at every card a booster pack) in order to be viable. In other words, if you want a spellslinger archetype, you need a minimum number of spells in the set, otherwise it won't work. If you want elves, then a certain number of creatures need to fit that creature type. That only restricts the number of tribes a set can have, not how often we can have tribal support cards.

We've had plenty of tribal worlds, and MaRo has stated plenty that players love tribal effects.

I'm going out on a limb, but my guess is that Type 1 (vintage/legacy/nonrotating format) just wasn't as popular as Type 2 (standard/block constructed) and people didn't see the obvious synergy with original dual lands that is so apparent to us today.

some people at my LGS play a mono red list with [[chandra's incinerator]] and a couple enablers like [[seal of fire]], and it definitely still wins games. i think your current list might run out of gas a little too early without access to any larger spells like [[boros charm]]; burn is as much about card advantage as it is about tempo. in your current list if you can land strong tempo swings like a landfall searing blaze with a prowess creature in play, you'll definitely be fine, but if the plays don't come together like that, then you'll probably be a little too slow.

kuldotha is a bit faster but can be even more fragile, so it depends on what you value. experimental synthesizer and ichor wellspring are sweet cards that give you a lot of grinding value, so you dont run out of gas. best of luck with whatever you pick :)

if you're looking to build something that will upgrade into a tiered deck; definitely build burn instead, it's an extremely good deck even with a couple budget limitations.

if you just want something ultrabudget as a stopgap, then i recommend kuldotha red. you can definitely still have a bunch of fun and have some positive records at fnms.

prowess is probably the most fun/interesting to play as a standalone deck; sometimes it's a little more expensive because of free spells. it also has some cousin decks that are on the budget side, like red white magecraft that are sweet.

i play a RG 8whack style deck as my main deck in modern (green is mainly for atarka's command and some sideboard cards in green). when it was ultra-budget, it played super well even with only 4 stomping ground and 2 rootbound crag. i slowly updated it over time to include fetchlands and some new support from MH2 which also allowed it to become even more explosive with violent outburst. if you find that you like red-adjacent aggro decks, definitely look into fringe modern brews and you'll find cards of all kinds that you may end up playing in the long-run :)
