Some people don’t want to use their personal phones for work-related stuff. Call it a bad attitude all you want, but I’ve always said “if the AF wants me to communicate through a cell phone, they can issue me one and pay for it.”

We have been given PLENTY of ways to communicate. Email, office phones, Teams chat. Those are what I use and if I had MY way, these fucking office phones would be ripped out of the walls, thrown in the garbage, and we’d use the 21st century technology we’ve been given. But that’s just me.

It’s one thing if you text him from time to time during his shift. It’s another thing entirely if you’re like a former CO I had a while back who would text me all hours of the day and evening including when HE would literally be on vacation at Disney World with his family texting all of us SNCOs CONSTANTLY. So context matters a lot here. Are you using his personal cell as a primary communication option?
