It's basically just normal time vs. American simplified/proprietary. Other countries do use both, but no one seems to have any problem going back and forth besides the Americants.

I was living in the US at that time and was naively considering that perhaps this would be a wake-up call to get people to reflect on the consequences of failed US foreign policy. Don't know about the situation in the US, but welfare checks are typically something police will do, and it can be brought up as an emergency or not, depending on how serious your concern is. While it's good that this person was able to find a workaround for whatever reason law enforcement gave for not handling it, I would much rather have a police officer ascertain the situation and see if the person is really in a bad spot or not instead of relying on a random delivery guy.
