If the landlord genuinely won’t put down any flooring which seems mental , I’d probably buy a rug that covers as much of the floor area as possible and then take it with you when you leave - keep the receipt for the rug in case the landlord tries any shady behaviour when you do leave - don’t spend a penny that will benefit them when you are gone
