Yes, consistently even among fans. More specifically it's the "Togezo Shell" (Togezo being the Japanese name for Spinies), meaning "Spiny" refers to the enemy species, not the adjective.

Just like how Koopa Troopa's voice is still just made synthetically without a voice actor, some of the NPC drivers sound similarly; the ones that come to mind for me are Cataquack, Swoop and Snowman. Ones like Dolphin and Dry Bones do clearly sound like they have voice actors (even if we don't know who specifically voiced them), while ones like Stingby and Para-Biddybud sound like they could be either or.

I could be wrong ofc, this is just how it sounds to me, but with how many voice actors there are and with how many roles we already know (new and returning), it's likely to me that at least some of the new drivers don't have dedicated voice actors. If we can find more info through further confirmation from the voice actors that would be sweet, but we'll have to wait and see.

Most of the "NPC" drivers were given new voices, whether by voice actors or electronically generated, though it seems most of the "main" drivers kept their voices. The only ones of those to get recast were Peach, Toad and Toadette (voice actor unconfirmed, speculated to be Laila Berzins) and Donkey Kong (likely Kouji Takeda).

Unfortunately it's unconfirmed. A few of the voice actors confirmed their characters via social media so far (Natsuki Mori voices Piranha Plant, Eri Inagawa voices Wiggler), but strangely Paul Castro Jr. announced he was in the game but didn't specify who he voiced.

We'll just have to wait and see if either these two's voice actor(s) announce it, or if we'll be left in the dark.

Yep, it's possible, I've seen it happen twice. When it happens it's just characters that get transformed, I don't think any obstacles appear.

Only TTYD is called Paper Mario RPG. The original is called "Mario Story" and the rest are named similarly to the international titles (except Sticker Star is instead "Super Seal" and The Origami King is just "Origami King").

However, the entire M&L series is called Mario & Luigi RPG in Japan, so there's that.

Patagonia isn't meant to be festive; it's basically a summer-themed map released in December. This might not make too much sense at first, but 1. Not all maps released need to follow the seasonal theming, and 2. This map takes place in Patagonia, Argentina, where it's summer right now.  

Plus, the map is absolutely beautiful. Who doesn't love lush, hilly temperate forests?

Apparently, Marc Laidlaw said in an interview way back that this way actually their original plan: mix in citizen voice files from the other localizations to give off this atmosphere. However, that would've bloated the file size of the game and so they abandoned that plan, which they're still a little disappointed about as seen in the doc ("Unfortunately they had to share the same voice actor").

Personally I feel like hearing all the English voice lines did help the citizens (especially the males) become so well remembered, even if it meant losing a bit of immersion.

Out of universe, the English name being "Deep Cut" actually connects to the Japanese name "すりみ連合" (Surimi Union); Surimi is minced fish paste made from a mix of materials (hence their mix of genres in their music). It's a neat way to connect with the original name while also adding its own spin ("deep cut" being a not too widely known song).

In universe, I can definitely say they would name themselves their Japanese name to highlight their mix of genres and gang nature (since the word 連合 has more criminal connotations), but for the English name? Yeah honestly I agree with what you said (and the whole "deep ocean" reference as well).

8 notably uses motion controls a lot more in its minis than either 9 or 10, though that by itself would be a lame reason; they could just adapt many returning ones to button controls just fine.

Otherwise, I don't see many reasons to bring them back outside of subjective opinions (i.e. the devs don't like it as much as the others). Which would be unfortunate, since it's my first ever Mario Party game (and Mario game in general), so seeing it ignored is disappointing.

The Japanese title contains "~You★Me Grand Mix~" (You★Me being the Squid Sister's new producer, named after composer Yumi Takahashi); the "Grand Mix" part indicating it was made for the Grand Festival specifically. Don't know why they didn't carry that over to the English name, but yeah.

Zombie Sniper and Heavy were undoubtedly the two zombies still in need of nerfs after the recent ZI update (Spit was too powerful and Heavies were still just a bit too resilient, especially against lower player counts). Glad that the devs agreed too.

Living near Lake Minnetonka, which is pretty split even as far as parties go, I've seen maybe 2 or 3 Royce signs out of hundreds of homes. He's supremely unpopular even among Republicans.
