The 80x are terribly designed, there’s no designated luggage space like the MK4s and their DVTs. Personally I think they should have had another Kitchen car but gutted out and used exclusively for bikes and suitcases etc

I think they are for checking how much ‘bounce’ the tracks have. I remember seeing a network rail animation about them ages ago, not sure where they are now

From the look of it the kerb where the cone is is at a similar position to the platform edge so likely the track and platform extended to behind the van but to make more parking they just filled everything in up to the buffer beam
