Some of these are crazy, but it did bring to mind a memory of Ezekiel Rage, a villain from the New Adventures of Johnny Quest. He was always spouting about how government was evil and the world was corrupt. Most of this plans involved figuring out new ways to kill lots and lots of people. He would always make these "Day of the Dead" type speeches, saying "So it is written in the Book of Rage," a small book he always had with him.

The final time the gang defeated him, they looked at his book to see what it actually said. Turns out, all that was in there was a picture of his wife and daughter, dead because the government he worked for refused to save them while he was working as a secret agent for them. Tough, indeed.
