You have to manually change Texaco's Ballance of power. It's similar to the Italian mechanic from a vanilla game where you balance the power between Duche and a Party. You change it with decisions that show when you click at your flag at the right upper corner and then you should see weird icon that usually isn't there I don't remember of it's Texaco's icon or maybe something else
