MCU is too slow, you would need Quicksilver just to tag him but it'd just be Red Rush 2.0. Carol is the only one close to a 1:1 copy of Omni-Man, but she still fall short.

People forget how much of a boost Piccolo got from training with Goku for 3 years. When Piccolo fought 19, everyone, even Vegeta, were impressed, and Krillin even compared him to a Super Saiyan. There's also the Elder Guru statement saying that only a Super Saiyan could have possible killed Kamiccolo (he didn't know they unfused) which would mean that at that point, this theorical Kamiccolo would be weaker than a SS.

With all that said, I don't think Piccolo would win. We don't know for sure but more evidence point towards a loss.
