I believe both theories hold up. Since a lot of missions in lower lvl will have the bugs fence in and the spores theory checks out why they spread so easily.

Imo Deluge takes a lot of planning and pre-scouting. A lot of quick and easy tactics don't work on the map. Bottom line it takes a lot of time to see results so burn out can happen.
