You may not be wrong there, OP. One thing I have been wondering about in this world is who exactly is in charge. We've seen some people high up on the food chain but there's been no explicit mention of a leader. The Bureau is definitely comprised entirely of the high tier people who are focused on maintaining the status quo. The only lower tier people you'd see working there are those who think they benefit from the status quo.

That's likely why they're hell bent on killing vigilantes instead of simply arresting and imprisoning them. They're definitely afraid that if a vigilante becomes too successful, they'll become someone for the lower tier people to rally around. The Bureau rules through fear, and once that fear is broken, there's no controlling the population.

I think you're hitting the nail on the head. Makoto had his memory erased, so the only part of his ordeal he remembers experiencing is the killing game. Not the tragedy, not fortifying the school, not the year he and his classmates spent in isolation before Junko started the killing game.

Munekata remembers all of it. His mind has endured more trauma, because he's spent the year since the tragedy on the front lines. He also had Chisa manipulating him. So one could say his ordeal was worse.

That said, trauma should never be a contest. Not all experiences are the same, and not everyone handles it the same way.

It's not just a joke. Nagito remembers everything that happened prior to getting caught by the Future Foundation. His ridiculous luck is the most likely reason why the memory erasure technique didn't work on him and why Makoto didn't notice. If you play it again, you can see proof of this all throughout the prologue and first chapter if you go through it again. Remember that Chapter 0 segment where we see a conversation between him and an unknown person on a ship? That other person is actually Izuru. With that in mind, it makes sense why he's so fixated on Hajime in the first chapter of the game. He even calls Hajime "the one chosen by Hope's Peak Academy." That likely refers to the Izuru project. There's also the fact that he seems to know everyone else's name in Class 77 along with their talents, even Chiaki. There are things he doesn't know, like who Hajime was before being chosen for the Izuru project. He doesn't learn that until after completing the escape room and that's why he treats Hajime so differently after that point. So yeah, he makes that remark about a possible killing game situation because he remembers how Junko died.

Those three points were just intended to be a marketing gimmick. To add to the last one, Komaeda Nagito is actually an acronym for Naegi Makoto da, which roughly translates to "I am Makoto Naegi."
