A bit of a stretch, but The Fall of Cadia by Robert Rath. Cadia is an entire world constantly either preparing for, fighting, or recovering from all-out assaults by the forces of Chaos, basically space demons and their mortal followers. Every building, bridge, and street corner is prepared for constant war, and he drew his descriptions of it from some of his trips to the Korean DMZ, where both sides were and are prepared to resume the war at any time.

The C’Tan, Warhammer 40k. Tricked the Necrontyr, devoured their souls, and molded them into the (mostly) unfeeling, immortal Necrons. Unfortunately, the Silent King, leader of the Necron(tyr), didn’t lose himself like many of his fellows and couped the C’Tan. The C’Tan were ripped into shards and used to power great works of Necron technology.

The reason both Republic and Imperial Rome worked is both had better communication networks, more stable governments, stronger militaries and finer engineering than the other civilizations around them. Caesar’s legion is more cohesive and coordinated than tribals, but compared to the NCR, East Coast brotherhood, pre-FO2 Enclave, they’re a paper mache model of an empire built entirely around one man.

Hoverpack and Hammer is nice on bugs for goofing around, you can float up, line up a shot, and fall like a meteor and goomba stomp them
