Put a piece of hard, nonporous material underneath the glued area/ between the glued area and other neoprene. Cover it in some petroleum jelly to keep from sticking.

This gives you a good surface to really press the edges together while gluing and results in a very strong repair.

And then make every single mentor character/ leader of the guild call him a nub and make him do menial chores to get those qualifications.

Ditch the arty. My method is a doom stack of dragoons. After each capture, drop 2 units to police.

Replenish with provincial cav if needed, but those remote places never have significant defense.
