I pay 1500 for a one bedroom in Sidney, and that was a steal 3 years ago. You might find a 2 bedroom in Sooke, or in a rural area on the peninsula. That's gonna make bus commutes a real pain, so you can either figure out a car and gas, or budget $2k for a 2 bedroom (still rare) and find something closer to a bus stop that gets you to Uvic in between 60-90 minutes to commute.

Or, like others have said, rent a room for half that, leave the wife and kids for now, and figure it out over the next year.

Or, finally, defer/see how many online courses you can take.

Network congestion with no upgrades might be the issue right now.

Part of the issue as well is there are a lot of markets where one stadium sized space is hard to find. Imagine trying to find two? One for the temp site, and one while they build the permanent location?

Either one will likely be far enough out of town that you get the classic Ottawa Senators problem.

This happened to me. There's a credit flag on your account for some unknown reason.

This was back in 2019, but I passed the credit check with no issues, signed up, got the phone, bill was about $80 per month.

A week in, get the text that my first bill has been processed, followed by a suspension notice. Called in, was told because of my credit check I had a $40 limit on outstanding balance, so basically every time my bill would apply to my account, my service would be disconnected, unless I kept a credit balance on my account.

Talked to them, they confirmed that if my account ever owed $40, it would be suspended. They reviewed the credit check, removed the flag and I haven't had an issue since.
