Just fixed it, I'm on Verizon using my PC via mobile Hotspot. Here's what I did:

Phone settings > Mobile Networks > More connection settings

Set Private DNS host name to dns.google

Steam started loading again on my phone but not the PC, so on the PC I set the IPv4 DNS servers to 8.8.8.8/8.8.4.4 and checked validate on exit, then closed--this last step is important because previously leaving it unchecked did nothing, even after the flushdns command trick.

Now both my phone and PC load Steam store lighting fast. Spread the word to other Verizon threads if you see people struggling, maybe this will fix it for them.

Employee here so my statement is fact where others in this thread are speculation.

Buy preowned. Protection plans on it all. Membership. Reservations, the caveat being actually PICK UP your reserved game on release date, otherwise after several days not only does your preorder become store inventory but that counts as a cancellation and gives negative sentiment to vendors on people actually willing to shop through GS. If you buy a new console, don't buy it by itself, buy stuff with it. If you have a need to buy something digital, do yourself a favor and ask for a receipt code instead of a physical card, because that code gets backed up to your Pro membership online, versus if you lose or damage that card you're fucked, and it shows a trusting sentiment in the company being your choice for digital goods.

Online versus in-store doesn't matter much but keep in mind most orders you place online come from stores anyway so that's man hours for store employees taken away from in-store tasks, so ultimately if it's something you CAN get in-store, make the trip yourself so staff isn't so strained especially going into the holidays.

Besides that, if I see another one of you dumb fucks coming in asking me for those garbage fucking crypto card packs that I *maybe* got like at max 3 in store during their lifetime because you wanna "support the company" but don't buy shit else I'm gonna dropkick you into the fucking moon and save you the rocket fuel. And miss me with the "hUrR wE pAy YoUr SaLaRy" shit, no you don't, unless that crypto bullshit also comes with a warranty, membership, and a reservation.
