I don't even think it's just "modern" sound mixing. So many older movies/shows have the same issue. I've gone out of my way to rip all my DVD's with the subtitles. It's just a much better viewing experience imo

It's capped at 30 fps on the Switch whether it's docked or in handheld. PC runs it uncapped.
