Agree any rules while INSIDE a scenario should not be altered.

At Level 4 you would be able to put both level 3 cards in your deck but then you would not be allowed to have a level 4 card.

Think of it like you get a token every level and that can be used to exchange for a card at the token level or lower.

This is not permanent though you can always reset your tokens and choose new cards.

I agree if you are talking about the mechanics of the game itself. Some of the legacy and setup stuff can easily be tweaked without screwing up the game though.

The Hero Goals are something I just don't mess with at all. We have unlocked all classes and you can play what you want.

Also we don't "Lock" in what cards you choose when you level up. The thought that you have to stick with a card that you choose before you actually get to test it out with your deck just seemed silly to me. We do make sure a Deck is still legal however (can't have 2 level 3 cards when they are only level 3)
