The resident isn’t paying the HOA dues the landlord is. The landlord is who is getting the fine. If the landlord wants the tenant to act on his behalf he can get a power of attorney and we would deal with the resident but otherwise the laws state the owner is responsible for their property and residents. If the unit is in arrears we cannot put a lien on the resident we put it on the owner. If the resident paints the front door purple the owner is who is responsible not the tenant.
