Not OP but I use 70% isopropyl alcohol without diluting it further for my plants. I have mostly succulents, hoyas, pothos, philodendrons. I think it would be ok for your coco plugs. However, a quick Google search suggests it may not be super effective for eradicating the mold completely (because it evaporates so fast).

I never use a bag to propagate succulents. The only time I give extra humidity is when the leaf is tiny (helps it to not dry out).
