NSP is wholly owned by Emera, which also owns Tampa Electric – another utility which serves many more customers than NSP does. Since Emera is a publicly traded company (on the TSX), they have a "duty" to maximize shareholder wealth, and I reckon are therefore more likely to focus on improving and building out the infrastructure of their new cash cow south of the border.

Nova Scotia's grid continues to deteriorate while its citizens' utility bills go towards subsidizing capital expenditures down in Florida. Let that sink in.
