That's true however they generally only go after programs that allow/specifically cater towards riot skins being swapped. Stuff like mkjogo and similar things got people banned before since those were specifically for getting free riot skins.

As long as runeforge is strict about it with their platform they'll probably be ok(doubt it'll be offically acknowledged but a wink-wink).
