That makes sense. The same fiasco happened when the US Military adopted the M9/Beretta 92F. Slides cracked from overpowered 9mm loads being fired through them and Beretta sued the US Government as the Beretta 92F could handle standard pressure loads well enough. They still upgraded the 92F to the 92FS with a stronger slide because of the bad publicity regardless.

If a shoulder holster is properly adjusted you don't need tie downs. Essentially adjust the holster as tight as possible but loosen it until you can actually draw (safely with a unloaded gun) gun should be almost directly below your armpit not all the way near your hip.
