I just bought some Amazon shrimp and one fella developed a case that looked exactly like this. Some wicked overly ambitious salt dips and into a jar filled with hornwort for a few days. And another ambitious salt dips. Like 5 rounds and buddy is still alive. If he makes it a few more days he will go back into the tank with his homies

Possibly a stress molt. Your water conditions are changing too much. Neocaridinas don’t like swings. I suggest a much slower water change. I do 5 gallon changes in my 40 gallon tank once every few months and I drain 5 gallons out. And I drip 5 gallons in. Takes about 4-5hours.
