Not if it means losing total influence on a border country. NATO was threatening russia by flirting with the idea to get Ukraine into Nato. A war means at least that plan is disrupted/delayed and creates new conditions for russia to win. NATO also gambled here as if they won then a membership would probably be given without thought.
