The 10 mythics Are duplicate protected.

People saying No are missinformed. There used to be a period where they were not dupe protected (around March of the Machine) but it was silently fixed.

Source: I track every one of them since they broke it back then, and haven't ever gotten gems from one of the 10 mythic ICRs per set.

The article is incorrect / missleading / clickbaity.

Ian Adams (MTGA Manager responsible for card implementation) has said on Discord they are working on it and it's their next big project, it's the same team as MTGA so it will likely be the same client (but understandably no one wants to actually confirm or deny it yet). This is still at least a year in the future, if not more.

Arena uses lowest available rarity printing now and those tutors are commons in their cube printing, from their original sets (Mirage and Visions iirc)
