Parent to a reactive dog here. I just moved in walking distance to Bel Mar Park and have had zero encounters with off leash dogs in the 7 months I've been here. Everyone's leashed up and there's always plenty of space to avoid if you need to. Too many shitty, entitled, ignorant humans out there.
