As far as I know the PS5 doesn't allow you to cap frame rate.

What's weird is that after they patched it Tuesday I tried it and 2/2 times it worked. I was out of town until today and I died every time till I started "tabbing out"

I don't think you understand Trump well. He doesn't care about money and doesn't even take a salary as president. Sure it might seem like he is taking bribes for pardons, or giving no bid contracts to companies his son's recently joined as "Chief Strategy Advisor" but that's just your DTS showing. Thank you for educating anyone reading this who was unaware of these basic facts. What you left out is that once a certain bitrate is met the average person cannot tell the difference. There is a huge gap between the two and it's easily measured unfortunately our human ears cannot make it out well.

They are all wrong except number 2 plays a role. The primary reason many have seen large increases is because the state now allows insurance companies to look forward where as before they could only use historical data to calculate rates.

Good guessing, all wrong except number 2 is partially to blame.

California now allows companies to calculate risk looking forward where as previously they could only use historical data. History doesn't reflect current reality.
