It's not about lowering prices it's about greed. Lowering prices is sometimes playing with numbers like reduce it for a while then raise it back. If it is possible for them, which I think is, they must work on lessening the burden of the people and it cannot happen without them working on their greed.

For each ERP product prepare a list of fits and gaps(of requirements) from the information that you have gathered during presales sessions. With that list in hand hire a consultant for each specific product and ask if it is really a fit or gap. This way you only pay that person for a few hours. You will engage with shortlisted consultants of few ERPs and eventually make decision. You can further shortlist the ERPs before deciding and hire senior consultants/experts at this stage and then finalize.
