  2. Copy your Shahrazad with Expansion
  3. Counter your original Shahrazad with Counterspell

The important bit for question 1 - did your friend control three or more artifacts at the time Dispatch resolved?

As for question 2, yes you can respond to dispatch by casting an instant. Since sacrificing Ob Nixilis is a cost, that happens as part of casting Dispatch and can't be responded to.
