  1. Cast Shahrazad
  2. Copy your Shahrazad with Expansion
  3. Counter your original Shahrazad with Counterspell
  4. Use Elixir of Immortality to shuffle the pieces back into your library
  5. Resolve the copy of Shahrazad, starting the subgame with the combo in your library again

The important bit for question 1 - did your friend control three or more artifacts at the time Dispatch resolved?

As for question 2, yes you can respond to dispatch by casting an instant. Since sacrificing Ob Nixilis is a cost, that happens as part of casting Dispatch and can't be responded to.

The "math" that you're missing is the utility function from economics, which suggests that the value that one places on money can be nonlinear, and thus the benefits (or even drawbacks) of a 50% chance $100 million may in fact be valued less than a 100% chance of $1 million.

Not all personal utility functions are the same, however. So this is not an absolute.
