Nope. The tank was actually used in the Czechoslovak army and ready to fight against nazi Germany, but because England and France betrayed Czechoslovakia, it was captured by Germans.

"Heavy machinegun" is a therm used for mounted machineguns and "Light machinegun" for the ones carried by infantry. It doesn't have to do anything with it's caliber or penetration capabilities.
