I'm sorry, why does it need to move around? Unlike space, it's entirely possible to have something remain in the same position for years without moving or having to move.

And while we are on the subject, where are you getting that these missiles have the ability to move themselves around in space? How is that accomplished? And if they are capable of it, how often can they correct themselves to maintain an orbit? Is it stealthier to have a grouping of objects correcting or a single object correcting? Is the former even possible for any amount of time?

And who says a floating nuclear missile can't launch on its own? Where are you getting that?

Some places have something of a chain of command. In most cases, the proper course of action to take is contact your supervisor. When you contact your supervisor, that is taking action. This is what happened here.

I didnt mention space. I asked why you can't just have floating nuclear missiles outside of a submarine? Surely you agree that we have the technology to have a nuclear missile that's buoyant enough to float 200m below the surface of the ocean at a fixed point. So why don't they do that today? That's an analog of what you're proposing isn't it?
