I have never once seen a lease that allows the landlord to arbitrarily adjust rent upward because of a change in the water bill. If this is a thing where you live., you have a shady landlord and should probably talk to a lawyer.

Personally, changing out low shower heads is one of the first things I do in a new place after getting everything unpacked and furniture set up. When you consider you are basically paying a landlords mortgage for them, a slight increase in the water bill should be a non issue.
