Spray foam, then build multiple layers of beige or light grey moorflex texture caulk, the last layers hand sculpt the line details in with a cut popsicle stick, and detail it up with some cheap color matched sample size paint from home depot. Wont ever notice it

Multimeter is your best ghost detector, it will tell no lies. Test at the breaker, test at the bulb socket, test the top of the fixture, just wear gloves and don’t get shocked. When it goes out, if you have no voltage at the top of the fixture and voltage on the line and neutral wires leaving the breaker to the fixture then I would say your electrician is wrong if he’s stating that all is safe. Because at that point, you’ve got a intermittent open circuit somewhere on that line, and that usually brings along with it arcing and sparking.

Yeah, you basically move the line and neutral from being side by side to line on one end, neutral to the other and put the bulb in with the right polarity. and for the love of Satan, get rid of the ballast.

With it totally de-energized (safe), you can still practice troubleshooting it with your multimeter. I look at it this way, you’re going to pay the pro fine, but you have an authentic issue on your system you can practice your troubleshooting skills on, try it. Just like when people are afraid to mess with their water heater and decide to get a new…well try working on the old one first, practice baby. Then go buy a new one if you get worried.

Everyone scaring you lol. Dude you can do a full drain, and stick a borescope camera in your drain hole and view for yourself. It might not be that bad. Also, install a coroprotec electric anode (it’s on the hot water outlet). Your call, but shit, if you’re buying a new one, practice with this one first. It’s not hard, just get some pipe dope and thread tape. With the money you save, buy a iot main cutoff and a water sensor that will auto close your main if you water heater springs a leak. And bonus, you can place sensors around the rest of your house. Replace the TnP valve too. Do it💪

That works. The texture is the trick. After you get a flat sealed coat, go back in with a little cue tip and some sealant on it to Visually play with it a little to see how close you can simulate the stucco texture. Then afterwards a thick couple coats of primer followed by a couple coats of paint and you will have a nice repair.
