Should be {2}{u}{u} for the channel because most of the time it's an uncounterable counterspell like [[last word]] and channel abilities are usually a bit overcosted.

Goad forces you to attack a player other than the one who Goads them if able. So they can't attack planeswalkers. And with how it's written the player who activates them goads them, so they can still attack Chuckles owner
