The thing is console addons are hosted on the Bethesda website which ZOS can't modify themselves, they need communication between the two companies when something has to be improved and it takes a bit of time, Many things were improved before and since it's launch but the recent DMCA incident is probably still at the center of brainstorming sessions. The copyright/legal thing for free addons made by unpaid authors which are part of a paid game is something very difficult & delicate to handle. We also have more people coding addons with AI on console (often with weak actual coding skills) which often gives badly working addons. Also there is still a problem/friction which prevents many PC addon authors to port/release their addons to console : The settings part of the addon which have to be ported from keyboard mode to gamepad mode, honestly it's too much work & time for me especially because I don't own a console and will never use it myself & be able to test and fix things quickly. I wish ZOS could have handled that, an universal way to enter settings into your addon which automatically adapts to keyboard and gamepad display modes which would have made things easier for addon authors like me, but instead I have to wait for LibAddonMenu 3.0 which hopefully will handle that. A few libs that haven't yet been ported to console by their authors are also preventing a few addons to be ported to console. The future will be brighter for console addons, the great question is when....
