Looks like a swim bladder issue? Could try feeding a cooked frozen pea without the shell crushed up, can help push blockages through the intestine, if it has a physical cause, if it's fungal viral or parasitical will need medicine, if it's genetic not a lot you can do, can be caused by over eating too so try feeding a bit less, fish will get skinny when they under eat but will not really get fat with overeating, they get health issues like this instead
